Пандемия COVID-19 — это глобальный вызов государствам и системам здравоохранения. Пандемия и ее последствия могут оказывать разрушительное влияние на здоровье и развитие детей, в особенности находящихся в уязвимом положении — детей с инвалидностью.</p><p>Цель исследования — медико-социальная оценка влияния пандемии COVID-19 и ее последствий на семьи с детьми с инвалидностью.</p></sec><sec><title>Методы</title><p>Методы. Методом поперечных срезов проводилось описательное исследование с использованием платформы Google forms. Опрашивались две группы родителей детей в возрасте 0–17 лет — с инвалидностью (группа 1) и без инвалидности (группа 2), обращающихся в медицинскую организацию с целью профилактических осмотров. В исследовании изучалось мнение родителей о воздействии пандемии на здоровье, благополучие, образование и образ жизни детей.</p></sec><sec><title>Результаты и обсуждение</title><p>Результаты и обсуждение. Всего было получено 175 электронных анкет. В анкетировании участвовали родители из 46 регионов России. Значительное большинство респондентов составляли женщины — 172 человека (98%), мужчин было 3 (2%). Среди опрошенных больше половины — жители мегаполиса. Проведенное исследование показало, что пандемия COVID-19 оказала негативное воздействие на здоровье и образование детей и на образ жизни и благополучие семей в целом. Было выявлено, что материальное положение многих семей, принявших участие в исследовании, ухудшилось, что повлияло на условия жизни детей. Во время пандемии COVID-19 перестраивалась система здравоохранения с учетом новых задач по противодействию опасной инфекции, что отразилось в изменениях в предоставлении медицинской помощи детям, и в некоторых случаях это приводило к ухудшению их здоровья. Значительное число родителей, участвовавших в исследовании, считают, что изменения в организации оказания медицинской помощи во время пандемии негативно сказались на здоровье их ребенка. Среди основных проблем здравоохранения родители выделяют отсрочки и отмены медицинских консультаций, трудности с получением неотложной помощи и проблемы с лекарственным обеспечением. В исследовании показано, что семьи с детьми-инвалидами пострадали от пандемии COVID-19 в большей степени по сравнению с семьями, воспитывающими детей без хронических нарушений здоровья. Если ухудшение финансового положения почти в равной степени выявлено в обеих группах, то проблемы, связанные с медицинским обслуживанием и образованием, оказывают более заметное влияние на семьи, где есть ребенок с инвалидностью. Полученные результаты необходимо учитывать в периоды новых вызовов при разработке мер государственной поддержки семей с детьми, особенно с детьми-инвалидами. При этом важно уделять первостепенное внимание организации медицинской помощи детям (непрерывность плановой медицинской помощи детскому населению и реабилитационных мероприятий) и образовательных услуг (обеспечение возможностей обучения ребенка онлайн, с учетом индивидуальных особенностей).</p></sec><sec><title>Заключение</title><p>Заключение. Пандемия COVID-19 и ее последствия оказали негативное воздействие на уровень и качество жизни людей, особенно семей с детьми. Пандемия во многом неблагоприятно отразилась на здоровье и развитии детей, в особенности детей с инвалидностью. Проведенное исследование показало снижение материального положения семей, проблемы с получением детьми медицинской помощи, сложности в образовании, особенно в отношении специализированных педагогических занятий с детьми-инвалидами, во время пандемии. По данным исследования для предотвращения негативного воздействия пандемии предложены оказание не только финансовой поддержки семей, но и сохранение доступа к образовательному процессу с обеспечением требующихся устройств, а также возможности получения медицинской помощи детьми, особенно детьми-инвалидами, включая плановую.</p></sec></abstract><trans-abstract xml:lang="en"><sec><title>Background</title><p>Background. The COVID-19 pandemic is a global challenge to States and health systems. The pandemic and its consequences can have a devastating impact on the health and development of children, especially those in vulnerable situations — children with disabilities.</p><p>The aim of the study is a medical and social assessment of the effect of the COVID—19 pandemic and its consequences on families with children with disabilities.</p></sec><sec><title>Methods</title><p>Methods. A descriptive study using the Google forms platform was conducted using the cross-sectional method. Two groups of parents of children aged 0–17 years with disabilities (group 1) and without disabilities (group 2) who apply to a medical organization for preventive examinations were interviewed.</p></sec><sec><title>Results and discussion</title><p>Results and discussion. A total of 175 electronic questionnaires were received. Parents from 46 regions of Russia participated in the survey. A significant majority of respondents were women — 172 people (98%), 3 men (2%). More than half of the respondents are residents of the megalopolis. The study showed that the COVID-19 pandemic had a negative impact on the health and education of children and on the lifestyle and families welfare in general. It was revealed that the financial situation of many families who took part in the study worsened, which affected the living conditions of children. During the COVID-19 pandemic, the health care system was being rebuilt taking into account new tasks to counteract dangerous infection, which was reflected in changes in the provision of medical care to children, and in some cases this led to a deterioration of their health. A significant number of parents who participated in the study believe that changes in the organization of medical care during the pandemic had a negative impact on their child’s health. Among the main health problems, parents highlight delays and cancellations of medical consultations, difficulties in obtaining urgent care and problems with drug provision. The study shows that families with disabled children have been affected by the COVID-19 pandemic to a greater extent than families raising children without chronic health problems. If the deterioration of the financial situation is almost equally revealed in both groups, then problems related to medical care and education have a more noticeable impact on families with a child with a disability. The obtained results should be taken into account in times of new challenges when developing measures of state support for families with children, especially with children with disabilities. At the same time, it is important to pay primary attention to the organization of medical care for children (continuity of planned medical care for the child population and rehabilitation actions) and educational services (providing online learning opportunities for the child, taking into account individual ones).</p></sec><sec><title>Conclusion</title><p>Conclusion. The COVID-19 pandemic and its consequences have had a negative impact on the standard and quality of life of people, especially families with children. The pandemic has had a significant adverse impact on the health and development of children, especially children with disabilities. The study showed a decrease in the financial situation of families, problems with children receiving medical care, difficulties in education, especially with regard to specialized pedagogical classes with disabled children, during the pandemic.
